Grants
Gift Aid
Not Repayable: Gift aid provides financial assistance that does not need to be repaid.
Federal Pell Grant: The Federal Pell Grant is gift and is the foundation of federal student aid. It is a need-based grant for undergraduate students who have not earned a bachelor’s or professional degree.
Eligibility is determined by the Student Aid Index (SAI) calculated from the FAFSA. Award amounts vary based on financial need, Cost of Attendance (COA), and enrollment intensity. Students enrolled less than full-time will receive prorated awards.
Key Features
- Maximum award (2025–26): $7,395
- Enrollment intensity: Awards are adjusted for students enrolled less than full-time.
- Lifetime Eligibility Used (LEU): Limited to 600% of full-time equivalent enrollment (≈ 18 quarters or six years).
- Post-Baccalaureate Eligibility: Available in limited cases for students pursuing their first teaching credential (e.g., Multiple Subject Teaching Credential).
Federal Supplemental Educational Opportunity Grant (FSEOG)
The FSEOG is a campus-based, need-based grant awarded to undergraduate students with exceptional financial need. Priority is given to Pell Grant recipients with the lowest Student Aid Index (SAI).
Key Features
- Eligibility: Undergraduate students who have not earned a bachelor’s or professional degree and who demonstrate exceptional need.
- Priority: Pell Grant recipients with the lowest SAI.
- Application: No separate form; consideration is based on the FAFSA.
- Enrollment Requirement (HU policy): Must be enrolled at least half-time; students below half-time are not eligible.
- Award Basis: Determined quarterly, using federal guidelines, institutional packaging policy, and available funding; awards cannot exceed unmet financial need.
- Maximum Award at Humphreys University: Up to $1,500 per academic year (standard nine-month/three[1]quarter year), subject to allocation and eligibility.
State Financial Aid Programs
Cal Grant Programs
The Cal Grant program is a state-funded, CALIFORNIA STUDENT AID COMMISSION-administered grant for eligible California students. Awards are gift aid and do not require repayment. Eligibility is based on California residency (or AB 540 eligibility), financial need, verified GPA, enrollment at least half-time in an eligible program, and annual submission of the FAFSA or CADAA. Institutional participation and award amounts are set by the State and may change each year.
Eligibility Overview
Cal Grant eligibility is determined by CALIFORNIA STUDENT AID COMMISSION using statutory criteria and annual income/asset ceilings. Students must:
- Meet California residency or AB 540 criteria and attend an eligible California institution.
- File the FAFSA or CADAA by the state deadline (typically March 2).
- Ensure GPA verification is submitted to CSAC by the deadline.
- Enroll at least half-time in an eligible undergraduate or certificate program.
- Not already have earned a bachelor’s or professional degree; maintain SAP as defined by Humphreys University.
- Have financial need as determined by the institution’s COA and other aid.
Cal Grant Program Types and Amounts at Humphreys University
Cal Grant A – Tuition and Fees Only
- Maximum annual tuition/fees at Humphreys University: $9,358 (subject to State/CALIFORNIA STUDENT AID COMMISSION changes).
- Applied directly to tuition and fees may never exceed actual tuition charged.
- Disbursed quarterly (approximately $3,119 per quarter, subject to rounding and enrollment).
Cal Grant B – Tuition/Fees and Access
- Provides a subsistence (Access) award in the first year; beginning in the second year, eligible students may also receive tuition/fees in addition to the Access award.
- Access Award (2025–26): $1,648 annually, (≈ $549 per quarter)
- Tuition/Fees (year two and beyond): Up to $9,358 annually, (≈ $3,119 per quarter) in addition to any Access Award for which the student qualifies.
Cal Grant C – For students in occupational/technical/vocational programs
- Tuition/Fees: $2,462 annually (≈ $821 per quarter).
- Books/Tools/Equipment: Up to $546 annually (≈ $182 per quarter).
Students with Dependent Children (SDC) Access Award
- Eligible Cal Grant A, B, or C recipients with one or more dependent children under age 18 (for whom the student provides more than 50% support during the academic year) may receive an increased Access Award up to $6,000 annually, subject to State criteria.
Payment Authorization (Access and Cal Grant C Books/Supplies) – State rules require institutions to offer annual Payment Authorization choices for Cal Grant B Access and Cal Grant C Books/Supplies funds.
- Students may request direct disbursement by submitting a Cal Grant Payment Authorization Form each year.
- Students who choose direct disbursement are responsible for resolving any remaining account balance.
Competitive vs. Entitlement Cal Grants – Cal Grants are awarded through two pathways.
- Entitlement Awards: Guaranteed for eligible California high school graduates, community college transfer students, and foster youth who meet GPA and income/asset requirements and apply by the March 2 deadline.
- Competitive Awards: Available for students who do not qualify for entitlement but meet all eligibility requirements. Awards are limited and selection is based on CSAC’s scoring matrix.
Duration and Usage (Maximum 400%) – Cal Grant eligibility is generally limited to 400% full-time enrollment, equivalent to four full-time academic years. - The duration of a student’s initial Cal Grant award is based on their academic grade level at the time of first payment. For example, a student who begins receiving Cal Grant funds as a junior may have fewer remaining terms of eligibility than a student who starts as a freshman.
- Students who do not maintain Satisfactory Academic Progress (SAP) are ineligible for Cal Grant payment during those terms. Ineligible terms do not count against the 400% usage limit.
How to Apply for a Cal Grant Award Students must complete the following steps each year by the published state deadlines:
Step 1: FAFSA or CADAA – Submit the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA) by March 2. Early submission is strongly encouraged.
Step 2: GPA Verification to the California Student Aid Commission (CSAC)
- The Registrar’s Office submits official GPAs for students who have completed at least 36 college[1]level credits at Humphreys University.
- A high school GPA will be certified when an official transcript has been received and the student graduated within the last two years.
- In some cases (e.g., if a prior college or high school holds the most accurate record), students may be required to obtain GPA certification directly from that institution.
Step 3: WebGrants 4 Students (WG4S) – Create and maintain an online account at mygrantinfo.csac.ca.gov to track award status, confirm GPA submission, and review Cal Grant usage and remaining eligibility.
Institutional Eligibility
Humphreys University’s eligibility to participate in Cal Grant programs is determined annually by the California Student Aid Commission (CSAC) in accordance with state law and institutional compliance requirements.
Cal Grant Application Support
To assist students, the University conducts an annual Cal Grant Application Campaign designed to help all eligible undergraduates apply accurately and on time. This campaign includes workshops, one-on-one support, and regular deadline reminders to ensure successful completion of all Cal Grant application requirements.
Golden State Teacher Grant (GSTG) Program
The Golden State Teacher Grant is a state-funded grant administered by the California Student Aid Commission for students enrolled in California Commission on Teacher Credentialing (CTC)–approved professional preparation programs who commit to teach in high-need schools/subject areas in California. GSTG is gift aid but carries a post[1]graduation service obligation; failure to meet the obligation may result in full or partial repayment.
Award Amounts and Institutional Participation GSTG provides substantial, one-time support to help eligible candidates complete their credential preparation.
- Maximum award: Up to $20,000 at participating California institutions.
- Grant, not a loan: A service obligation applies; repayment may be required if not fulfilled.
- Coordination with other aid: Total aid cannot exceed the Cost of Attendance (COA); adjustments may occur to avoid overawards.
Eligibility Requirements
To qualify, a student must:
- Be enrolled in a California Commission on Teacher Credentialing (CTC)–approved professional preparation program.
- Pursue a preliminary teaching credential in a high need field or meet CSAC’s eligibility criteria for the specific cohort year.
Eligible Programs at Humphreys University
GSTG consideration at Humphreys University applies to students enrolled in the following programs (when participating in the credential-preparation component/track):
- Multiple Subject Teaching Credential
- Master of Arts in Teaching (MAT)
- Liberal Studies: Multiple Subject Education Concentration
Not Eligible
Students who select the student intern clinical pathway are not eligible for GSTG funding beginning in 2025–26, per state statute.
Service Obligation Requirement All recipients must complete service in a California priority school and an eligible high-need subject area within the CALIFORNIA STUDENT AID COMMISSION-specified timeframe. Failure to meet the obligation will result in repayment of all or part of the grant.
Application Process
- Submit the GSTG application through the CSAC portal.
- Complete the FAFSA or CADAA for the relevant academic year.
- Institutional certification: HUMPHREYS UNIVERSITY confirms program eligibility/enrollment on CSAC rosters.
- Award determination: Subject to cohort rules, prioritization, and annual appropriations.

Loans
Federal Direct Loans are repayable financial aid funded by the U.S. Department of Education. These loans help undergraduate, graduate, and professional students and parents of dependent undergraduates cover educational expenses not met by grants, scholarships, or personal resources.
Loan Types
- Subsidized Direct Loans:
Available to undergraduate students with financial need. The federal government pays interest while the student is enrolled at least half-time, during the grace period, and during deferment. - Unsubsidized Direct Loans:
Available to undergraduate and graduate students, regardless of financial need. Interest accrues from the time of disbursement. - PLUS Loans:
Available to parents of dependent undergraduates and to graduate/professional students. Requires a credit review. Interest accrues from disbursement.

The Federal Direct Loan Program includes several loan types, each with distinct eligibility requirements and terms.
- Subsidized Direct Loans are available to undergraduate students with financial need. The U.S. Department of Education pays interest while the student is enrolled at least half-time, during the six-month grace period, and during periods of deferment.
- Unsubsidized Direct Loans are available to both undergraduate and graduate students regardless of need. Interest accrues from the time of disbursement, and students may either pay the interest while enrolled or allow it to capitalize (be added to the loan principle).
- Graduate and Professional PLUS Loans are available to graduate and professional students. These loans require a credit review, accrue interest at disbursement, and may be deferred while the student is enrolled at least half-time.
- Parent PLUS Loans are available to parents of dependent undergraduate students. These loans also require a credit review, accrue interest at disbursement, and may be deferred while the student remains enrolled at least half-time.
Eligibility Requirements
Direct Loans are subject to federal eligibility criteria. Students must:
- Enroll at least half-time in an eligible degree program.
- File the FAFSA each academic year.
- Maintain Satisfactory Academic Progress.
- Demonstrate financial need for Subsidized Direct Loans.
Interest Rates and Loan Origination Fees
Federal Direct Loans have fixed interest rates, set annually by the U.S. Department of Education and locked for the life of the loan. Rates vary by loan type and borrower level (undergraduate vs. graduate). Current rates are published at: studentaid.gov/interest-rates
- For subsidized loans, the federal government pays interest during eligible enrollment and deferment periods.
- For unsubsidized and PLUS loans, borrowers are responsible for interest from the time of disbursement.
Federal loans are also subject to an origination fee, a percentage withheld to cover processing costs:
- The fee reduces the amount disbursed but does not reduce the amount owed.
- Example: On a $5,000 loan with a 1.057% fee, $52.85 is withheld; the student receives $4,947.15 but must repay the full $5,000.
Repayment
All federal student loans must be repaid. Repayment begins six months after graduation or dropping below half-time enrollment (known as the grace period). Borrowers may choose from several repayment plans designed to ensure affordability.
- Income-driven repayment plans based on income and family size.
- Standard and extended repayment plans provide predictable fixed payments.
- Interest accrues during all non-payment periods; if unpaid, it may be capitalized and added to the principal balance.
- Borrowers may view balances, explore repayment options, and manage loans through StudentAid.gov.
Federal Work Study
Federal Work-Study (FWS): The Federal Work-Study (FWS) Program provides part-time employment for students with financial need, allowing them to earn wages to help cover educational expenses. FWS is considered employment-based aid, not a grant or loan, and students are paid directly for the hours they work.
Participation Depends On:

- Financial need as determined by the FAFSA
- Enrollment status: Humphreys University requires students to be enrolled at least half-time
